You might be able to salvage some pieces by searching "c10cosi" -- her (I assume her due to some of the comments on her site) art has been pretty popular/well known among English fanbase as well for years. I'm really disappointed about this site closing (if it did; I'm hoping it's just temporarily down) -- I'd just checked it a few months ago too. :( It was really good art, and the site had links to a lot of other excellent fanart sites (both NSFW and not).
Also, is it just me, or do most of the extant sites have terrible design, like circa-2000 design with glitchy frames? Maybe it's just a cross-browser issue...
Yar. They love their frames. (It's either frames or artblogs, I don't think I've seen any other format ever. XD Except for the one-page sites that make you scroll foreverrrrrr. Frame galleries are most common though.) They haven't been glitchy for me though, what browser do you use? A lot of Asian sites are IE-compatible only, but Firefox works fine for me most of the time.

(PS. A few things I forgot to mention:
- "絵" is the label for galleries. Some sites write "illus"/"gallery" in English but other sites use 絵 or 絵画館.
- http://honyaku.nifty.com/ is usually better than Babelfish or Google Translator if you get stuck -- some sites make you type in passwords or click hidden links to get inside, just to make it harder for non-Japanese readers.
- There are also themed web directories that you can search with like http://forseti.info/, which links to fansites of FE1-3, but I've rarely used them simply because they are really time-consuming; some sites list themselves as fans but don't have art -- some only have fanfic and some are strategy sites or personal sites even.)
