It doesn't have to be a conventional position of power-- I mainly meant, to replicate those characters' struggles, they need to be in positions where some responsibility lies on their shoulders. Roy may not literally have the same power in a modern AU, but if he becomes, say, the sole witness to a crime or something of that nature, then that might be what brings out the same qualities we see in him as a general.
