I guess if anyone can get friendly with Giant Rabbit Lady in alpha timeline it'd be our wolf-raised bird-loving boy. 'Cause otherwise I can't see Panne going for any human.
I don't think he makes much of a real case for Plegians, considering his own apathy toward their lot put in direct contrast with his affection for the Ylissean army.
No, but his conversation does spotlight them as people in a game that otherwise doesn't seem to give a damn. And yes, in context Henry doesn't seem to give a damn either, so it's mostly just infodump.
